Meet the Team

Jessica Leong

Jessica Leong started Octagram in 2022 because she saw there was an opportunity for a consulting firm that worked with clients to deliver game-changing impact, instead of just models.

Before starting Octagram, Leong was the head of data and analytics at Zurich North America, leading a team who built all of Zurich’s predictive pricing, claims and operational models. During her time at Zurich, Jessica saw that simply building models was not enough to generate value at scale. Solving the right problems, getting buy-in and collaborating on how to deploy the insights were equally as important. Jessica made it her mission to deliver measurable impact and was successful in working with underwriters, claims professionals, risk engineers and other colleagues to reduce loss ratios, reduce expenses and grow premium.

Leong’s leadership in the field of actuarial science was recognized in 2020 when she was elected President of the Casualty Actuarial Society, the premier property and casualty actuarial organization serving over 9,000 members. During this time, Leong worked with the Board to deliver a 3 year strategic plan, which painted a picture of The Actuary of the Future.  Instead of a vision statement of actuaries who “applied actuarial science” the Actuary of the Future solves business problems using data and analytics. This underlines Leong’s commitment to turning data and analytics into impact.

Before joining Zurich North America, Leong was a Senior Vice President at Guy Carpenter and a consultant at Milliman and Willis Towers Watson.  She lives with her husband and two boys in Chicago.

Richard Moncher

Richard Moncher is an actuary who has a track record for driving results. In 2013, he took the helm as Director of Actuarial & Analytics at USAA, recognizing the need for an approach that delivered more than just models. During his tenure, Moncher played a pivotal role in driving profitable growth for a $7B Property book by implementing improved pricing methods, developing new product structures, and streamlining processes.

Prior to USAA, Richard was a VP & Actuary at Farmers Insurance where he led a pricing, reserving and analytics team that delivered and explained quarterly results while minimizing variability in overall, line and state reserves and indications. During this time, he inspired colleagues and fostered a culture of collaboration to refine pricing methods, resolve anomalies and optimize claims expense allocations for increased profitability.

Prior to Farmers, Moncher served as VP & Actuary at Bristol West. Notably, he was instrumental in developing an expected vs actual reserve monitoring system and expanding analytical processes across states, products, channels, and lines. Moncher's ability to transform methods through automation and data-driven insights resulted in quicker indication and reserve processes and significant savings.

Richard learned workers compensation at NCCI where he coordinated, presented, and defended rate filings, after devoting years to determining the most appropriate residual market quarterly reserve levels. He also gained experience in workers compensation, other commercial, and specialty lines at The Hartford where he started his career performing pricing and reserving analyses.

In recognition of his leadership, Moncher was asked to serve as the next VP of Administration of the Casualty Actuarial Society, starting in November 2023.
